Under the patronage of Her Highness Sheikha Fatima bint Mubarak, "Mother of the Nation," President of the General Women's Union, Chairwoman of the Supreme Council for Motherhood and Childhood, and Supreme Chairwoman of the Family Development Foundation, and in partnership with the Permanent Committee on Human Rights and the Regional Office of the United Nations High Commissioner for Human Rights (OHCHR) for the Middle East and North Africa, the General Women's Union concluded the first phase of the National Program for Training National Cadres in the Field of Women’s and Girls’ Rights.

The program was held at the Dubai Women’s Association and aims to build the capacity of community institutions and civil society organizations working in the field of women’s and girls’ rights. It seeks to reinforce the country's efforts in this domain and strengthen its commitment to relevant international agreements and conventions.

The first phase included the training of over 70 national participants on the concepts and principles of human rights, international and regional protection mechanisms, as well as enhancing skills for engagement with the UN system and using data to support national policies related to women’s and girls’ rights.

This program represents one of the institutional initiatives aimed at developing national competencies and building an active women's network in the field of human rights, capable of keeping up with legislative developments, positively interacting with international mechanisms, and supporting the country’s efforts to achieve the fifth Sustainable Development Goal (SDG) related to gender equality.

In its upcoming phases, the program will continue with specialized training courses covering practical topics focused on actual practice and knowledge empowerment. Part of the training will be dedicated to familiarizing participants with the functioning of the UN system, including the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the Universal Periodic Review (UPR), through practical applications.

The program will also cover advanced aspects of national capacity building, such as report preparation, data use in policy support, and legislative analysis from a gender perspective. Additionally, a specialized course will be implemented to prepare qualified trainers capable of transferring knowledge and applying acquired skills within community-based work fields.
